Revamp for larger observing blocks

@kmganga made new schedules that have observing blocks merged together if they have the same scan parameters (same Az/Throw). He's said he will also add a prioritization column so we know which scans are the higher priority southern fields.

These new schedules should allow us to do two things:

1. Increase observing efficiency by not skipping the edges of the hour-long schedules when the next scan is identical
2. Know when the better times are to run detector setup, it's better to run those before or after the southern field instead of interrupting the middle of it.

We can't use these until we can deal with longer schedule blocks. This is hurting our observation efficiency.
