Tool to automatically add missed entries to pysmurf-monitor database if it is down while taking data.

We've encountered this a few times in laboratory testing, where the monitor has gone down and then data has needed to be synced to level 2 by hand.

In the field, we will have alarms to alert us if the monitor has gone down but we need an easily useable tool to do the syncing if/when this happens while everyone is asleep.

I'm guessing this partially exists in some scratch somewhere but what I'd like to see is a command-line tool "anyone" following documentation could run to do the data syncing catch-up in the field.

Ok ya I did make this to catch up satp3 at one point... I just committed the scripts to readout-script-dev, but happy to move them somewhere else if we want:
