Data Packaging: G3tSmurf should also pay attention to finalization time

Happened during SATp2 deployment. Trying to add in tune files and observations when the smurf folders are not up to date because of suprsyncs going to. We track this correctly in imprinter but we need to add these checks into g3tsmurf too
