[Bug: Wrong Encoding] Big file can't open in utf-8 but in ANSI encoding #143

Attached file is in UTF-8 encoding, but has opened in ANSI! Also can't change Encoding! Programmer's Notepad 2 v2.4.2.1440-duke (2016) GeoIPCountryWhois1.zip
