Update buildroot to 2019.08.x #27

We need a newer buildroot for at least the Raspberry Pi4 support (#26). Support for the Raspberry Pi4 was added in august (https://github.com/buildroot/buildroot/commit/fa1ce849f3061fab282aa78ebff3cc30abb08f4f) so we'll need to update the 2019.08.x. Depending on the changes in 2019.11 we could also go with that since it will be released soon.

Just the slight bump from 2018.11.3 to 2018.11.4 broke the serial connection on norns for me. Pretty sure it's caused by this change https://github.com/buildroot/buildroot/commit/2ff5e05f55e05ef0f8324ebfbbf2bdf95e070dc5. Will need to look into how to fix it. There are no new commits fixing/changing anything in the same file for later buildroot releases unfortunately.

Fixed the serial console issue in #40
