Navigation menu item for this #6

Could also add one in the database cog menu. Note that this ticket may mean that only a single database is allowed (through configuration) - but would also mean that any database can be selected if that's not the case:

I decided to have the navigation menu show up for users with the right permission even if there are no configured WAL databases, so they can at least easily navigate to the page and see that error.

Ran into some hard-to-debug "cannot open database" bugs attempting to implement the database action menu, decided to cut my losses and skip that feature for the moment.
