Updating controls to use resources so they work with InSpec v4.18.

I'm having issues with the acceptance tests on this and I'm not sure why. Debugging.

Working on verifying this but it looks like this may only fail:

My guess is that some logic path is being triggered in only that case (and it's quite baffling)

Confirmed that this only happens on a real VM after the SSG remediations have been applied.

This is not this PR or the version of inspec, so I'm going to push this as working and we can figure out what's going on in another PR.
