(SIMP-10073) GHA: Add signed RPM to Github release #20

This patch updates the GHA tag_release workflow to build and attach a signed RPM to each GitHub release.

The patch enforces a standardized asset baseline using simp/puppetsync, and may apply other updates to ensure conformity.
