(SIMP-5974) Update for incron issues

• Fixed issues with incron rules and the simp_generate_types calls.
  • This was mostly due to bugs in the newer version of incrond. However, this module is now extensively tested for safety but will only trigger type generation on environment creation or updates to the puppet binaries.

@lnemsick-simp Given the following, I think this is OK:

• This is a pretty short-term fix
• Running more than one in parallel is actually supported by puppet generate types
• It passes the 1000 environment spin up test case on a system with 2 CPUs with no issues and no significant hangs.
