This commit introduces new GitHub action features:
GitHub PRs created by team members with repository wrote access will
automatically trigger a GitLab CI pipeline on the corressponding
gitlab.com/simp/ project.
GitHub PRs created by outside contributors will not automatically
trigger GitLab CI, but trusted contributors can manually trigger it
using the new Manual: GLCI for PR action
This mechanism is a prerequisite to making ci/gitlab/gitlab.com a
required PR check on the default branch.
