el7 acceptance tests using the simpproject/simp_build_centos7 are failing because when CentOS 7 EOLed, most of the repos baked into that container were retired (example: https://github.com/simp/rubygem-simp-rake-helpers/actions/runs/10288995688/job/28475688044#step:7:259)
