So you were able to run Touchmote previously?
You will have to accept to install a root certificate when running the installer. You will also need to be connected to the internet when signing the application to get a correct timestamp.
You can also start Touchmote "As administrator" and it should work without a root certificate, but then the Touchmote cursor and the layout chooser will not be able to display over the ModernUI.
That's correct I was able to run it previously without any issues. Trying to run as administrator gives me the same error, before UAC even gets a chance to pop up.
Make sure the time on your computer is correctly set.
Maybe run as administrator only works by going to properties and checking that box in the "compatibility" tab.

Weirdly, if I set compatibility options to run as administrator, I get the UAC prompt followed by a window appear that says "The requested operation requires elevation".
I had the same issue, it is due to certificate authority not trusted. How to fix:
NOTE: I am running a Windows 8.1 64bit in Italian language so the description above may be different in English.
I cannot start Touchmote any more, all I get is this error when I try to start it (certificate related?) I tried uninstalling and reinstalling but it made no difference.
I'm running Windows 8.1 Update 1 64 bit professional.
