Not updating to latest version of pip on appveyor #274

Currently we are not updating pip as having problems due to possibly broken pip 8.0.0 wheel (see commit 2ff358ae2c74ad3a2de5b1f336bd8eea4d8e09de). It would be best to use the latest version of pip so this should be updated once its fixed.
