remove 'simphony-framework' target #66

Maybe a bit misleading to print "simphony framework installed" when nothing is done. Proposal 1: install the whole lot, i.e. simphony and simphony-plugins (to be consistent with test-framework) Proposal 2: remove simphony-framework target altogether

looking at the makefile, I would probably remove this target. one needs to perform all the apt-* operations and make sure that the virtualenviroment is activated. I looks that it a relic of the first Makefile I created a while ago. It is not even part of the --help output
