Consider ignoring ImportError for lattice_tools #144

Current master branch requires simphony-common-0.3.0 as the lattice_tools is migrated there.
It may be helpful for other developers to have simphony-mayavi work with simphony-common 0.2.1 and 0.2.2 at least for the development phase. (0.2.0 is too different to be supported I'm afraid)

We could pass the ImportError for lattice_tools and only raise the Error again when it is required by the user. Afterall, a temporary measure.

Considered. Answer is no since the project framework is still in its development phase.
