Slight change in specs

Resources is now containing a mapping
default must not be specified for SYSTEM scoped fixed properties.
explained the different formats for the fixed property entry (with mapping and with something else) and how they are equivalent.
downplayed the special status of the fixed properties, moving it to higher semantic meaning.
