Fix issues with welcome flow

1. The number does sometimes say "excl." VAT but includes VAT
2. the question mark icon button doesn't work
3. Add 21% to the VAT because otherwise it's unknown how much VAT it is
4. When checking the billing country the excl/incl VAT doesn't change
