Uninstalled it and tried reinstalling it again after a reboot:

Tried to delete that installer and run the command again, same issue.
Tried uninstalling the ExpressVPN Chrome extension from my Brave browser, didn't work.
Then I tried running the exe from Explorer, at which point I got this:
Clicked Repair, got this:
Clicked Repair, then it installed, ran, and connected. Still not sure what was wrong.
I'm getting an error upgrading from 7.8.7.7 to 9.2.0.58, here's the output:
