Added CI test for CONFIGURE_FEDORA31.bash script #339

@simsong still a draft since it looks like the main HEAD is not building for me on CI due to some issue with the submodules, but you'll get the idea on how to set up a Fedora 34 test using Docker and using the git tag to determine the latest version.

Hi. I recommend closing this as I've bumped the version to 2.0.0, renamed be13_api to be be20_api, and everything now works in the main branch. The current version of FEDORA is 35. Any objections?

@simsong that is excellent news, congratulations. Hard to fully capture this in a short ticket update, but this is a major accomplishment beneficial to many people. You likely don't hear this sufficient but all the hard work is much appreciated.
