Remove or rewrite INSTALL so that it can be understood by people who are not familiar with GNU autoconf #424

It sez -

... install this package. The following more-detailed instructions are generic; see the README file for instructions specific to this package

There are two files named README, and neither have anything to do with install.

doc/doxygen/README doc/Diagnostic_Notes/README

Not sure which file you meant... INSTALL?

Thanks. The INSTALL file is the 11-year-old INSTALL file from autoconf from the Free Software Foundation.

I've retitled this issue.

Alternatively, rewrite to use cmake.
