River974 Edit: new version of POP modification, more balancy I hope POP.zip

Will omit this - the new techs and reform rework, makes merging the POP's a bit difficult for 2.00. River974, once 2.00 is out, could you please redo your update. Or make a tuning based on the poptypes files on github.
