The total absence of colonial migration (even at 100% unemployment in Portuguese farmers and miserable amount of Life needs being met) is also extremely unrealistic, as many settlers moved from mainland Portugal to the African provinces during the 40s, 50s and 60s. The tooltip is either misleading or bugged in some way, because there should be at least 0,1% of the Pop moving to colonial states (+0,1% from getting less than 50% of Life needs, +0,3% from Unemployment above 100%, -0,3% from Consciousness below 8.0). But it doesn't happen. The numbers would be better off tweaked (and I suggest to change the Unemployment threshold to 90% and malus from Consciousness to be -0,2%) to allow for some colonial migration, because it did happen in Portugal (an estimated 1 million ethnic Portuguese lived in the African provinces by 1974).
