Q5- Another instance of lying tooltips is when some pops that live in state capital provinces who live in such dire conditions that the tooltip even indicates that they want to move to other national provinces during peace time (despite the massive base malus to emigration from living in a state capital province) and they don't move. This sort of migration should happen instead of being totally annulled. While I understand the reasoning behind this base malus (the advent of growing urbanization of societies), and welcome it, the possibility should be there. I suggest that the base malus be reduced to -0,3%. Either that or the tooltip stops being misleading.
