Shanghai as a cash goods producer #1173

Would it be possible to get an event (similar to 'City of London') to allow Shanghai to produce cash as a good, I think China needs some extra economic output to reflect it's role as a modern economic superpower. You could have China's entry to the WTO on 11 December 2001 as the date requirement and industrial and economic ranks as the trigger i.e. when over rank 5 with 500 industrial score.

This is already in the mod. China can do financial attacks against "City of London" and the holder of the World Bank and IMF to eventually take over (by creating the Development Bank). The Development bank will be seated in Shanghai.
