Military problem of Guangdong and Hong Kong #1189

After using UK to release Hong Kong, I was not able to build any military units other than infantry. The same problem also appeared in Guangdong. Will there be a solution for this problem? Thank you.

Also, I could only recruit white people into military using Hong Kong. Why I can't recruit Chinese into military?
