In general - with regards to the initial rural pop for RGO issue, the overall trend in modern society is that rural work is mechanized, i.e only a couple of percent of the total pop work in farming and a couple of pervert in different local associated services (i.e. also rural pops - included i farmer/miners). The rest are urban (= state capital province recipients) factory workers, clerks, entrepreneurs. So what should happen is that RGO productivity should with tech explode causing a consistent excess or raw material on the market (maybe with artificial OPEC like limitations for Oil and Gas). This is modded (in NWO as is) by migration to the state capital and promotion of pops. Together with tech RGO productivity increase it mimics modern urbanization and rural poverty.

By simsulla In Vic2 pop size is primary factor determining rgo size. In NWO pop size should correlate to real world. Saudi oil and some other oil fields are exceptions as these are key strategic - rgo size increased by event. Reducing rgo size by event on populous provinces will make farmer/miner pops starve and destabilize the economy.
By 天下孟德 你说的我知道,但是这都不是重点 在HOD里,初始矿工人口100000的地区,RGO最大规模能容纳150000,当矿工人口增长到150000的时候,多出来的人口只能失业,转职为技工或士兵,这是HOD版本的工业分数提高的重要时间点——什么时候填满RGO。所以HOD后期战争、工业分都会爆发。 在PDM或NWO里,初始矿工人口100000,RGO最大容量能达到1500000,永远无法完成这个填满,溢出,之后转职为其他POP的过程。这种过程无法完成,也就导致战争和工业分始终缺少一个爆发的瞬间。
