8 years ago Peace Mission to resolve has_unclaimed_cores in building EU (and other super Unions) #488 resolves this. By taking the island yourself and then geting your neighbors to abondon claims on it is possible to form AESAN.
By KimJintae Also, there are two issues involving unclaimed cores and the decision that creates bloc cores (for ASEAN it's 'The ASEAN Way'), the first concerns ASEAN, while the second affects all blocs where members own other members' cores (Philippines and Malaysian Sabah, Spain and Gibraltar, Ireland and Northern Ireland, etc.). I'll explain this as if I'm playing Malaysia. Firstly, to create ASEAN cores I would need to win a war against PRC for the Spratly Islands (maybe there should be a SCS event that would either force the PRC into giving the islands or going to war for them. This event could drag in all claimants as well as a sphere leader, e.g. the US like in real-life). Secondly, since Brunei, Philippines and Vietnam have unclaimed cores they will not be able to take the decision that creates ASEAN cores. Therefore, I cannot sphere the ASEAN members, wait for everyone to have cores and then form ASEAN myself, I would have to either use the command console or annex those countries and release them with their cores.
