One Belt One Road Plan #943

After looking at the localisation files I was honestly quite surprised that the One Belt One Road Plan and the Shanghai Cooperation Organisation didn't have any sort of decisions in this mod. Anyways I have copy and pasted in summaries from Wikipedia and put them in italics to give a short summary of what the One Belt One Road Plan and the Shanghai Cooperation Organisation is. I've also posted some sources below each of the summaries to provide more information about these two topics.

One Belt One Road Plan image The Silk Road Economic Belt and the 21st-century Maritime Silk Road, also known as The Belt and Road (abbreviated B&R), One Belt, One Road (abbreviated OBOR) or the Belt and Road Initiative is a development strategy and framework, proposed by Chinese paramount leader Xi Jinping that focuses on connectivity and cooperation among countries primarily between the People's Republic of China and the rest of Eurasia, which consists of two main components, the land-based "Silk Road Economic Belt" (SREB) and oceangoing "Maritime Silk Road" (MSR). The strategy underlines China's push to take a bigger role in global affairs, and its need for priority capacity cooperation in areas such as steel manufacturing. It was unveiled in September and October 2013 in announcements revealing the SREB and MSR, respectively. It was also promoted by Premier Li Keqiang during the State visit in Asia and Europe. I like your idea on doing something (decisions and/or events) on China increased power. Please make it 👍

Overall the plan I have for the One Belt One Road Plan is quite basic however it features a lot of decisions to represent the numerous countries that China has funded economic development in. The requisites for triggering the decisions are that China has at least a greater power ranking above 4 and the Soviet Union does not exist. As for actually activating these decisions China would need positive relations with the country that owns the province that the decision is targeting and would also need a large amount of money. Upon activating the decisions the provinces that the decisions would be targeting will get automatically get infrastructure constructed such as railways, ports etc. In addition to this, the decision would also increase Chinese diplomatic influence within that country.

The aim of this plan is to create a new Silk Road which will increase trade between China and many other countries in the all across Europe, Asia and Africa ensuring Chinese economic dominance over Eurasia and Africa.

Could this work as a COMECON/World Bank type system with upgraded infrastructure instead of bank loans. Have a prestige giving decision for China that triggers the decision chain. Add a country modifier to applying countries with an economic bonus that expires after some time i.e. would represent general investment and you could apply for more investment after time. Have a relations requirement instead of a government type requirement (maybe have different relation requirements for different levels of infrastructure i.e. over 50 lvl 1, over 100 lvl 2). You would have infrastructure development, influence increases and a decision for China to choose based off it's on budget.
