Use case

As a developer working on autoconversion, I want websockets message types implemented in octopus to handle requests for conversion.

Acceptance Criteria

A developer can, while testing locally:

send Smoldyn files and receive Simularium spatial data back

Details

new websockets message types for conversion:

list available converters
convert Smoldyn file data

everything on one port to start
