Fix Buggy Behavior with Time Slider #526

Description

During the two Octopus bug bashes, some bugs with the time slider were exposed that were unrelated to Octopus. They are described in this google sheet

Expected Behavior

The time bar should consistently be usable, never getting stuck in a state of spinning wheels.
