error on simulate of discipline priest

Describe the bug

Get an error when I try to sim a disc priest Error: Initializing: Actor 'Katyb': Player 'Katyb' unable to create action: shadow_covenant

Expected behavior

This used to work fine in 1015.01.954228d

To Reproduce

I tried importing my character from the addon and from the armory. Both failed. So you should be able to just import drak'thul - katyb and have it fail the same way.
