Various Bug Fixes and added `get_tags` and `delete_tag` to `Client`

• Add SIMVUE_OFFLINE_DIRECTORY environment variable for easier testing of offline mode
• Include 'input' when printing out pydantic validation errors.
• Provide ID if none retrieved when using offline mode
• Return run ID when sending run using offline sender
• Ensure alert is correctly setup in executor before continuing
• Update getcommand to get_command
• Ensure consistency with parameters in client.py
• Make optional arguments keyword arguments in Client
• Add get_tags and delete_tag methods
• Fix incorrect use of SimvueConfiguration in run.py
