Create a pipeline to run tests for every push to master and PRs #16

This will make it easier to detect when there are syntactic errors or when there are breaking changes. The tests are run on Windows, Linux, and macOS using Python 3.7, 3.8, and 3.9 (I didn't do 3.10 cyhunspell2 is not available for 3.10 yet and the tests will fail)
