Customize the placement of the CollectionSummary and SortControls #399

It would be useful to be able to customize the placement of these. 

Instead of being restricted to the header, perhaps a View Setting would allow 
you to place then into your template with a Div, much like with Facets.

Also, in terms of themeing and customizability, there should be no hard-coded 
HTML characters in the Exhibit Javascript. There are a couple of placements of 
the bullite character \u2022 (used to separate the different View-Panel links, 
also within the Sort Controls). This same effect could be achieved with some 
CSS.
