IC4 has stable power input and pull-up PS during TEMP_ALARM. PG_DAC is not low because IC3 and IC1 have no input voltage (both IC44 and IC46 have run/en pins low)
Suggested solution: add diode between PG_DAC and TEMP_ALARM or PG_3V7_5V5 to keep power sequence and allow TEMP_ALARM to drive low state PG_DAC signal.
