P3V3 has 2,75V when RTM is disabled and connected to AMC #105

Even when all power to RTM is disabled (P3V3MP and P12V0), P3V3 diode and PDONE are illuminated. AMC FPGA is not programmed. Ferride beads from LTM (L59, L60) are removed. Voltage on P3V3 testpoint: 2,75V. Probable causes - bias via JTAG lines, UART or FPGA DONE.
