check all rails on v1.1 #41

Since there have been a few changes, we should make sure someone looks at all rails (including the reference) quickly on the v1.1 hw to check for oscillations. Just a 1min sanity check

I added a second 22uF ceramic cap to the LT3042 output. Checked with scope all rails, nothing suspicious observed.
