µTCA: no power to Sayma when RTM is plugged #571

Blue and red LEDs on Sayma AMC blink rapidly, and all voltage LEDs on Sayma AMC are off.

I added a new item to call explicitly for publishing the MCH configuration file.

With those lines removed, it's just the default MCH configuration file. This is good, since we don't want to have a different configuration file for every MCH model - hopefully we can work with the default settings for most MCHs.

@jbqubit What is more relevant is asking for the hotplugging to be tested.
