Upgrade `read-pkg` to v4 #7

This is just to get the new typings needed for #6. It would be good to wait until the typings are actually added to that before merging so that we can define use what ends up being the actual version number of that package.

I also added a couple small tests.

Sorry for all the PRs, just felt that this deserved to be on its own so that it could be easily rejected and #6 could be reworked if desired.

@sindresorhus You're probably waited for #6 but could this go out as a minor release? Would be great to pick up the smaller dependency footprint of read-pkg 4
