locales, removed empty column (IN-USES), width-fix, config path #1

I have some trouble in my system, so, i fix them.

  1. 'enable' depends on system locale
  2. I have empty column in wifi list
  3. Width is not enough for display.
  4. The script did not see the config file located in the script folder
