dired-plus Layer #3

A Layer that installs and configures all the bells and whistles for dired-plus and friends. This would be of value to other Spacemacs users, and if I do it, it'll be my first submission to the Spacemacs project.

Need to decide if these should form part of dired-plus or a different layer.
