Description of change

TDL-19236: Fix bookmark strategy for dealflow stream

Updated the bookmark strategy for dealflow stream to take min(max_replication_value, sync_start_time - 3 hrs)

The workaround for dealflow is still present the bookmarks test.

Thanks @kspeer825. Removed specific workaround for dealflow stream.
