Description of change

TDL-14228: The catalog file should be generated with the properties key if no samples found.

Generating schema with { "type": "object", "properties": {} } instead of {} when no samples found for sampling.

Manual QA steps

Verified that if all 5 files contain no records then catalog is generated with { "type": "object", "properties": {} } schema.
