Fix for bookmark being set in the future: #43

Description of change

Addressed the issue detailed in TDL-14841 with the following changes:

make now timezone aware in UTC
add check for next_date being in the future

Manual QA steps

ran tap and confirmed bookmarks weren't set in the future
