Qa/all streams tags refresh #121

Description of change

Update all_streams test to auto-refresh the tags stream when it runs so that we can test the tags stream as well https://jira.talendforge.org/browse/TDL-20398

Since we reverted and re-added the changes on the same branch the default view indicates zero files changed. If you select the last commit (the non revert commit 6a02c3924f6b811c06d5f9e84ade4ce411f0bf0d) you can see and review the changes.
