[python] Make `is_nonstringy_sequence` available in `types` #126

Gives is_normal_sequence a slightly better name and makes it available to packages importing somacore.

Another thing for https://github.com/single-cell-data/TileDB-SOMA/issues/933. This will make sense eventually.
