Simple context building on declarative platform config #43

I don't remember creating this issue, and I see to my horror that my description field is entirely blank.

@thetorpedodog @mlin @atolopko-czi if you have context on whether this is closed, or closeable, or a dup, please let me know.

I think might have been essentially specifying the basics of the platform_config field, which is broken up between here (specifying what it is) and TileDB-SOMA (specifying what the fields themselves are). That part is all done.

No idea. :) OK with closing it. Important needs will resurface as new issues.
