[python] Tracking for NumPy 2.0 #2536

Released 2024-06-16. Also note we do support Python 3.8 through 3.11, while NumPy 2.0 will not support Python 3.8.

Per https://github.com/numpy/numpy/releases/tag/v2.0.0:

The Python versions supported by this release are 3.9-3.12.
