[c++,r] Update vendored `nanoarrow` to release 0.5.0 #2923

Issue and/or context:

This PR updates the "vendored" nanoarrow to its recent-ish 0.5.0 release made in May. The same release is now used in tiledb-r too.

Changes:

The three files nanoarrow.{c,h,hpp} were updated.

No new code, no new tests.
