Add KYC requirements and/or processes to marketplace document #55

Since we are still confirming these, we should update the marketplace requirements page when we know more.

Actually, I think KYC and related legal/regulatory aspects belong elsewhere...

My intention was to give service authors some info about what is necessary for us to list their service on the marketplace. I assume KYC stuff in some form is necessary, but if it's just a matter of sending them to fill in a web form, then perhaps the page just needs to send them in the right direction?

I want to ensure things are transparent as possible.

The process through which KYC and curation process materials are written is very different, though, since it needs clearance from legal. I believe the dev portal should link to a curation overview page (exact process still to be finalized) but those contents shouldn't be part of the portal. If we keep it tech/dev focused, we can adopt the same process for all pages, which is highly desirable.

I just want us to make it clear what needs to be done. If it's as simple as a link to where the official legal stuff resides, that's fine, but people need to know about it and this page is the logical place from which to link from (both in terms of introducing the marketplace, how to write a UI and make a PR, and being the last part in the getting started flow).
